In reply to the enquiries contained in your letter of the 28th April last, I have to inform you that letters addressed to the United Kingdom posted in Hong Kong should not be sent by The Cape or Calcutta, unless so directed by the Writers, as such letters are subject to a heavy inland rate from Calcutta to Bombay, for the conveyance from Calcutta to the nonpayment of which might cause their detention.

With respect to the payment of Gratuities to the Commanders of private ships conveying Mails, I have to acquaint you that such gratuities must be paid upon all Letters.
